Payment
Although there are various options to pay for technology solutions, like the ones we just learned about, they can be paid for by using a developmental disabilities waiver. DODD separates these technologies into two categories, Assistive Technology (AT) or Remote Support. AT refers to specific technologies (including those that are used for the purpose of remote support services (e.g., sensor technology) and may include related subscription costs. See AT Ohio (https://atohio.org/) for more information about AT devices. The purchase of technology using the AT waiver rule also includes costs for setup of technology by the AT vendor. Remote Support specifically refers to the services that are provided virtually or remotely.
Because the same technology is not the best solution for every person, the waiver may not pay for the same technology for everyone. Service brokers known as Service Coordinators or Service and Support Administrators (SSA) are responsible for helping someone identify goals and strategies for meeting those goals, such as technology solutions, then submit applications to DODD for the purchase of technologies. The decision of what needs are relevant and what technology would be helpful for the individual is made with insight from the support team, might include input from a technology vendor and, in some cases, involve professional “Assistive Technology Consultation” (see: administrative rule 5123-9-12 https://dodd.ohio.gov/wps/wcm/connect/gov/dc763ed8-4b38-4875-9a8f-4112834fff8e/5123-9-12+Effective+2021-10-15.pdf?MOD=AJPERES&CONVERT_TO=url&CACHEID=ROOTWORKSPACE.Z18_M1HGGIK0N0JO00QO9DDDDM3000-dc763ed8-4b38-4875-9a8f-4112834fff8e-nO0LFF4) from an occupational therapist, a physical therapist, speech-language pathologist, someone with an Assistive Technology Professional (ATP) certification, or someone with 2 years of experience and a Bachelor’s degree in a relevant specialty area such as health and rehabilitation sciences, special education, etc.
The cost of remote support services varies depending on whether or not a Direct Support Professional is needed to be on-call while remote support services are used. The cost is less if an unpaid support person (e.g., family member, neighbor) is available when a support person is needed on stand-by.
